No words can better describe the present scenario of technology than the following. “The world is not run by the weapons anymore or energy or money. It is run by ones and Zeros- little bits of data. It is all electrons. There is a war out a world war. It is not about who has the most bullets. It is about who controls the information. What we see and hear, how we work, what we think is all about information”. [1] Technology does not always come in the form of benefits and advantages and the concept of E- commerce is not an exception to it. Advances in technologyhave always brought with them increasing criminal applications and the internet is also not an exception. [2]
The traditional commerce and its components have been challenged by the e-commerce. Consumer or netizens (there are no citizens in the cyber world) are not sure of a complete regulatory mechanism which would govern them, and at the same time ensure them of complete security and privacy. Thus the growth of e-commerce has fuelled the need for vibrant and effective regulatory mechanisms which would further strengthen the legal infrastructure, so crucial to the success of E-commerce. [3]
